It is the general policy of the Government that Small Businesses (Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, HUBZones Small Business, Small Disadvantaged Small Business, and Women Owned Small Business (henceforth Small Business), Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) shall have the maximum practicable opportunity to participate in contracts and subcontracts consistent with efficient performance. As a contractor/subcontractor to the United States Government, Georgia Tech supports federal programs to promote the development of Small Business concerns, HBCUs and MIs.
In furtherance of this objective, GA Tech has established policies and procedures to maximize the opportunity for small and minority businesses to participate in the performance of subcontracts let by any GA Tech unit. GA Tech’s policy on procurement from small business concerns is detailed in its Master Subcontracting Plan. The Office of Naval Research regularly reviews GA Tech’s SB program and has approved the Master Subcontracting Plan.
Pursuant to the Federal/DoD Acquisition Regulations, GA Tech prepares an Individual Subcontracting Plan on all government contracts with a threshold of $550,000 or greater. The Individual Subcontracting Plan includes the goals (expressed in total dollars per small business category) and a description of the supplies/services to be subcontracted to small business concerns. The goals are determined on a case-by-case basis depending on the supplies/services involved and the availability of Small Business concerns with the requisite experience. For contracts requiring a Subcontracting Plan, GA Tech submits periodic compliance reports to the applicable Federal contracting agency.
The Office of Sponsored Programs’ (OSP) Subcontract Plan Administrator prepares the subcontracting plans; coordinates with the Project Directors/Principal Investigators (PDs/PIs) in developing SB subcontract award goals; and interfaces with the Procurement office to provide information on supplies and services needed by the PDs/PIs. Furthermore, GA Tech has a appointed a Small Business Coordinator, located in the GIT Procurement Office, who serves as liaison between Georgia Tech and Small Businesses, and assists OSP with its Small Business program.
GA Tech uses many sources to determine the availability of small business concerns. A list of sources is included in the Master Subcontract Plan. A couple of internet based sources are: the Small Business Administration CCR Dynamic small Business Search and the Minority-On-Line Information Service.
